Selective Enforcement of Laws Being Used To Silence Donna Mancini Donna Mancini is the third owner of her home, which has had an automatic pool cover on the pool since 1989. It was never considered to be a problem until shortly after Mancini appeared on FOX-41 Point of View, Jan 30, 2006, to express her disgust for her tax dollars being spent for a new arena on the waterfront in a flood zone. The following week, Mancini was cited by the Metro Department of Inspections, Permits and Licenses for having a pool that does not meet the code, which requires a four-foot fence. "Doug McIntyre was a featured speaker at the Libertarian Party of Ohio's state convention last month," said Stewart.
