What killed the first Bush presidency and is ruining the second is the abandonment of Reaganism and his embrace of the twin heresies of neoconservatism and Big Government Conservatism, as preached by the resident ideologues at The Weekly Standard and Wall Street Journal.

Under Bush I, taxes were raised, funding for HUD and Education exploded, and a quota bill was signed under which small businesses, accused of racial discrimination, were made to prove their innocence, or be punished, in true Soviet fashion.

Under Bush II, social spending has exploded to levels LBJ might envy, foreign aid has been doubled, pork-at-every-meal has become the GOP diet of choice, surpluses have vanished, and the deficit is soaring back toward 5% of GDP. Bill Clinton is starting to look like Barry Goldwater.

This is the liberal response to conservatives' exercising 1st Amendment rights.

5. Jihad Watch: It's Jihad, Not Joblessness Causing French Rioting

Why have the French riots happened? From many accounts one would think that the riots have been caused by France's failure to implement Marxism.

"The unrest," AP explained, "has highlighted the division between France's big cities and their poor suburbs, with frustration simmering in the housing projects in areas marked by high unemployment, crime and poverty." Others have blamed France's failure to integrate Muslims into French society.

However, this has been a policy on which both Muslims and non-Muslims in France have agreed.

In her seminal Eurabia: The Euro-Arab Axis, historian Bat Ye'or details a series of agreements between the European Union and the Arab League that guaranteed that Muslim immigrants in Europe would not be compelled in any way to adapt "to the customs of the host countries."

On the contrary, the Euro-Arab Dialogue's Hamburg Symposium of 1983 recommended that non-Muslim Europeans be made "more aware of the cultural background of migrants, by promoting cultural activities of the immigrant communities or 'supplying adequate information on the culture of the migrant communities in the school curricula.'"

7. Capital Briefs: Budget Busted Thanks to GOP Moderates

House Republican moderates withheld their votes from a $55 billion budget-cutting package yesterday forcing the GOP leadership to pull the measure. To the great dismay of conservatives nationwide, the leaders had appeased the moderates the day before by stripping from the bill a provision that would have allowed desperately needed oil drilling in a small area of the Arctic National Wildlife Refuge. But the appeasement did not work.

In the end, the moderates refused to accept cuts in Medicaid, food stamps and student loans. When it came to passing the President's $8-trillion Medicare prescription drug plan-the first new entitlement since LBJ's Great Society days-the Bush White House brutally twisted arms of House conservatives. Where is this effort when spending cuts are the issue?

8. Political Roundup from John Gizzi

Conservative Republicans should be toasting some of the results from the Virginia elections, since they won two of the three statewide races Tuesday.

State Sen. Bill Bolling, one of the most conservative legislators in the Old Dominion, was elected lieutenant governor. In defeating liberal former Democratic Rep. Leslie Byrne, Bolling ran on a traditional, no-holds-barred conservative platform. He opposed any new taxes, took a strong pro-life stand, and unabashedly defended the 2nd Amendment right to keep and bear arms.

State Delegate Bob McDonnell, another strongly conservative Republican, emerged from pre-election attacks intended to portray him as a Christian-right-wing extremist with a 2,000-vote margin in the state attorney general race (a result that will probably be challenged-unsuccessfully-in a recount). In the final week of the campaign, McDonnell's Democratic foe, State Delegate Creigh Deeds, ran highly personal television attack ads focusing on the fact that McDonnell had earned a law degree from Pat Robertson's Regent University that televangelist Robertson had contributed $36,000 to McDonnell's campaign.

Gubernatorial candidate Jerry Kilgore was the only Republican loser in Virginia's three statewide races.

9. From PAGE 3: What Must GOP Do to Improve Prospects in 2006?

The day after Tuesday's elections, when Republicans lost gubernatorial races in Virginia and New Jersey, HUMAN EVENTS Assistant Editor Amanda Carpenter asked Republican members of the U.S. House of Representatives what the party needed to do to improve its prospects in next year's mid-term elections. At the time, the House was debating a bill, inspired by the conservative House Republican Study Committee, that would cut $54 billion from the fiscal 2006 budget.

REP. TOM DAVIS (R.-VA.): I think we need to rein in spending and I'll just keep it at that. If you keep it simple you don't get in trouble.

REP. TOM FEENEY (R.-FLA.): Go back to our Reagan principles. It's more diverse than just one single item. We've got to secure the border and show we're serious about protecting economic and physical security on our borders and we've got to show we're serious about restraining spending. Those are our two biggest disappointments right now and if we can rectify those issues and show the people a recommitment to accountability, I think we'll win and we'll do fine. But if we don't go back to the traditional things that built this party I think we're going to have real trouble in this off-year election.

REP. TRENT FRANKS (R.-ARIZ.): I think the most important issue Republicans can do in the short term and the long term regardless of elections is to maintain the foundational constitutional base of the country. And that means making sure that we have people on the court that will read the Constitution as written. And, of course, that should be reflected in the bills and the oaths that we make here too. It's probably sort of an esoteric statement, but I truly believe that if we stick to the foundations of protecting life, liberty and property of the citizens in this country we will not only serve the people will, but it will also serve us well politically.

REP. JEFF FLAKE (R.-ARIZ.): Cut spending. Act like Republicans again. We've been spending like drunken sailors for far too long and it's going to come back to haunt us.

REP. PATRICK MCHENRY (R.-N.C.): We need a serious reduction in spending and to get back to our conservative principles.

REP. JOHN LINDER (R.-GA.): Seal the border.

REP. GEORGE RADANOVICH (R.CALIF.): Have a vision, articulate the vision and have our agenda all under the umbrella of that vision.

REP. TOM TANCREDO (R.-COLO.): Highlight the Democrats. They are the best thing we have going for us right now, the Democrats, I mean. I wish I could think of a better issue, but I can't right now. I just know this: That I take solace in the fact if anybody actually looks at the Democrats they're going to say, "Oh, my God, we can't do that!"
