VET and reformulated fuel

It has been proven that the "reformulated" fuel that is being used is not only more expensive for the consumers, but it adds significantly to the VOC pollution in the area.  California in fact has filed a lawsuit against the federal government in an effort to get out from under the mandated use of these fuels. 

Ethanol in our fuel makes the fuel more expensive, as much as 30% less efficient and adds to the pollution problem.  Where is the concern and the drive to get rid of the "reformulated" fuel in Kentucky?
