Vehicle Emissions Testing – Testimony in Washington, D.C. By Larry Brown
On December 4, I had an opportunity to address the American Legislative Exchange Council in Washington D.C. regarding vehicle emission testing within the states. Over 16 different state legislators were present and Dr Adrian Moore of the Reason Institute also presented evidence on how the air will continue to improve without further action(s) by either Washington or Frankfort. In addition, I addressed the inefficiencies and unwise public policy decision that the U. S. Congress has taken claiming Ethanol is a viable alternative and renewable energy source for the U.S.
My purpose is to seek and gain support from other states in their struggles to free themselves from the EPA cookie cutter approaches and to tell the true story of the success of the marketplace in cleaning up the air. In Northern Kentucky, the Kentucky Division of Air’s own reports demonstrate that 99% of cars built after 1993 pass the current test. The National Academy of Sciences report states how the EPA’s computer models overstate results as much as 50% to 100%. The EPA’s own 1999 Blue Ribbon Panel recommending ending RFG (oxygenated gasoline) requirements because it was not effective. Numerous other studies demonstrate Ethanol increases Nitrogen Oxides and VOC, two precursors to ozone, when it is used in gasoline, but CONGRESS continues today to force its use because of a billion dollar (subsidy) promise to corn states and key corporation like Archer Daniels.
As we all face the new 2005 standards, additional Kentucky counties will find themselves subjected to EPA controls on economic development, business expansion and new restrictions placed on current businesses. With the passage of the Kyoto Treaty by Russia, the United States will find itself being blackmailed by Western Europe and Asia, for expansion will depend upon emission credits. Only a UN bureaucrat would believe that a Kentucky company buying clean air credits from a Russian company is cleaning up the air for a Kentucky child.
It is time for Kentucky’s state elected leaders to reaffirm our Primacy Rights as a Commonwealth over such issues. If enough states and the public stand up, even the EPA will be forced to listen. Call your State and federal elected officials to stop the EPA today, support President’s Bush refusal to adopt the Kyoto Treaty, and end the subsidizing of Ethanol.
