Veto the V.E.T.  – Will Jim Callahan Do The Right Thing?

Larry Brown

    Tailpipe Testing can end with a favorable vote on the House floor.  The Democratic dominated house is not going to let SJR3 be heard on the floor however.  Wilder’s Jim Callahan (D), in spite of legal opinions from Natural Resources and Environment Cabinets legal team, has requested another legal opinion before allowing SJR3 for a floor vote. SJR3 declares the contract be deemed unconstitutional between the State and Envirotest because it requires future General Assemblies to fund beyond the two year budget passed by the Commonwealth. In addition, SJR3 calls for the Environment Cabinet to revise N. Kentucky’s S.I.P. without vehicle testing and to seek approval of the EPA by August 1 2004.  The Frankfort switch board for legislators is 1-800-372-7181 and you can check our web site for a link to who is your representative @ www.vetothevet.com.

 { VETO the VET is your grassroots organization formed to end tailpipe testing.  Your calls last summer got a House and Senate resolutions, and today your calls may be the difference.  On April 15, 2004 the EPA is due to announce their new regulations and we expect to be deemed in non-compliance. We just don’t think testing will be the future to the cleaner air we all want.}

    Rep. Jim Callahan  is the only Northern Kentucky legislator who has not signed a bill to end testing. In fact, he has entered and testified (3-9-04) for his bill to allow testing monies to be shared with the county clerks’ offices. Exactly whose interest is Rep. Callahan looking to protect?  Could it be the industries that have received Title V Air Permits using up credits earned by V.E.T. to pollute our air?  The EPA testing scam is becoming too well known to continue, so will Rep Jim Callahan’s legacy be remembered for postponing the end of tailpipe testing, or for his rightful one, a champion of the little guy.  All of Northern Kentucky will know within two weeks.
