KY Legislative alert from Brett Gaspard
I am working with legislators on several bills this session to save taxpayers money, punish criminals and regain lost freedoms, but I need your help to get these bills through the Frankfort shuffle. While there may be more to come, the following legislation is moving now and demands our immediate attention.
1. Senate Joint Resolution 3 directs the state to shut down vehicle emissions testing in Northern Kentucky. This program is hated by nearly all we have spoken to. 99% of cars built after 1994 pass the test and 98% of all cars built after 1990 pass. Sticking a wand up a car’s tailpipe does nothing to clean the air. Consumers already pay thousands for pollution control devices that manufacturers are required to install when we purchase a car. The National Academy of Sciences has indicated this program is ineffective and may produce as little as zero % change in air quality! Visits www.vetothevet.com for more details.
2. Senate Bill 89 will protect your property values, your property rights, and your pocket book by requiring all state agencies to conduct an impact analysis before promulgating new administrative regulations affecting land use decisions. Presently, the Legislature has little control over regulations imposed by unelected administrative agencies and as a result, unchecked state actions have cost the taxpayers millions in litigation and legal damages. In essence, this bill demands that unelected state regulators respect the just compensation clause of the Fifth Amendment, which states “nor shall private property be taken for public use, without just compensation.”
3. House Bill 55 directs telephone service providers to serve churches at the same rate available to residential customers. This bill will save churches hundreds, perhaps thousands per year.
4. Senate Bill 4 allows an aggressor or murderer to be prosecuted when the life of an unborn child is lost. In essence, when the right to life was stolen from the unborn, so also were penalties taken for an aggressor who attacks a pregnant woman and murders the unborn child. A local case in which an estranged father murdered his girlfriend and unborn child brought greater awareness to this issue. The mother had greatly desired to have the baby and many preparations had been made, but in fit of rage, the father took both their lives. Had the baby died only, the aggressor could not be charged with homicide! Unbelievable!
