This supreme Court decision (EPA overrules Alaska)  is just the decision in that particular case and NOT the law of the land unless the individual states allow themselves to be had.  Besides, Veto the VET has proven that tail-pipe testing does virtually nothing to clean the air.  The state of KY does have to do something to clean the air as required, and we are, e.g., reformulated gasoline for many years now that costs us extra, all the anti-pollution devices that consumers pay for on their cars, the landfill gas to energy plant that Bavarian and Eastern KY Power are utilizing to clean the air, etc.  We still need to get rid of tail-pipe testing.  Veto the VET !!!!!
