Re. the smoking-related fires - I was an Air Force pilot beginning in 1957
and spent nights in many visiting officers' quarters (VOQs) during the
following 25 years. Most of these quarters were in basically wooden shacks
left over from WW II (or the same built in Vietnam for the war there) and
every room had a sign, "Please do not smoke in bed." There were good
reasons all could see, the whole building would go up in a heartbeat in
event of a fire. I never heard of one of these buildings burning (Some
doubtless did, somewhere, but it was very rare.). Air Force guys could
read.
