Dear Virgil,
Thanks for all you do. I read the Interim Report from Frankfort on your
committee meetings and love your comments to the National Transportation Safety
Board on your visual survey of how 90% of folks are using their seat belts. As
you stated, Stricter Laws are NOT NEEDED. Please don't let Kentucky become a
state that has a primary seat belt law. It is bad enough as it is. The Kentucky
State Police use of checkpoints to enforce seat belt usage is illegal because
the wearing of seat belts is only a secondary and NOT a primary law. These
checkpoints remind one of totalitarian countries where people are stopped from
freely moving about and the police intimidate by commanding: SHOW US YOUR PAPERS
!! The Kentucky State Police are operating as if Kentucky already has a primary
seat belt law and they are doing this in clear violation of legislative intent.
Fortunately we have Senator Virgil Moore to stand up for us. May God bless you
sir and may your tribe increase!!!
