The Texas report calls it “one of the most cost-effective tools to increase mobility” on roads that have signals…. In short, rail transit costs a lot but won't reduce congestion. But, without raising any taxes, transportation planners can use HOT lanes, traffic signal coordination, incident management, and ramp metering to effectively reduce the time and fuel Denver residents waste in traffic.
