About the MSD fee increase:

Please pass on to Terry Gray that the price hikes are
probably going to the City of Louisville.  The largest
increases in rates were during the prior term of the
"Mayor for Life".  Coincidentally, the amounts MSD
paid to the City yearly also went up to help the City
out of debt. 

Since a tax increase would never be voted in, this is
the way the City of Louisville gets an increase in
revenue without calling it a tax "hike"
