Here is my idea & has been for years.
  Elected members get say 3,000,000 each to run their offices.  That includes their salary, all the staffs, mail, health care, pensions, travel, phone bills, stationary...everything.  They also have to been governed by the laws of the land, including social security, labor, pension, and everything else they create as laws governing employers/employees. 
  That way, if they want, they can make it all minus expenses but they have to live under the same laws we do.  We do not employ them, we elect them to serve us.
