Libertarians Visit Fiscal Court

To Comment on Proposed Light Rail Project

By Will Freedom

Donna Mancini, Chairman of the Libertarian Party of Kentucky and 2000 congressional candidate, addressed the Jefferson County Fiscal Court July 23rd, 2002.  The Court allows citizens to address the Court on any issues or concerns they may have, before the regular business of the court is conducted.  The outspoken Libertarian, in her three-minute address, gave the Jefferson County Fiscal Court an earful on the financially unsound trolley scheme planned for the metro Louisville area, pointing out that, by TARC's own numbers, the proposed light rail project will cost $36,000 per rider.  Mancini also noted that, based on experience in other cities, the trolleys will crawl along at an average of 15 miles per hour and will not be widely used by the public.  Her well-thought-out speech followed on the heels of two speakers from CART (Coalition for the Advancement of Regional Transportation), whose speeches touting the necessity of public transit were nothing short of open hostility toward highways, suburban housing, private automobiles, and automobile owners.

Another Libertarian, George Baumler, followed Donna Mancini.  Baumler is a long time critic of TARC's infatuation with trolleys.  Baumler called for an impartial, independent study of the planned trolley to be carried out by an outside agency with no ties to Louisville or public transit interests.  The following speaker, John Riley of Stop the VET, echoed Baumler's theme on an honest investigation as it pertained to studies of airport pollution and the scheduled doubling of flights in and out of Louisville International Airport (Standiford Field, SDF).
