Churchill Downs is not going to pay property taxes of $250,000 per year for 30 years, saving them $7.5 million, thus burdening the rest of the state with this shortfall.  Yet a retired couple, living on Social Security, in a house they can barely maintain, with medical and utility bills galore, this couple will continue to pay property taxes on their home.  Sound fair to you?
