Need to have more understanding concerning use

include recognition of a disturbed mentally ill person and the technique for
non-harmful handling of a mentally ill person?
Yes. The issue is not about the training
because the police receive the training just as I received the training as a
police officer. The problem is that some police officers do not use the

treatment of people be they mentally disturbed, black people, poor people as
long as these officers are not held personally hold responsible and accountable.

To subjective. My answer would be based
on having more specific information.
