1. What would you like voters to know about your background? Licensed attorney, member Kentucky Bar Association, 1973-2001; Retired Jefferson County Police Department, 1960-1987; Law degree University of Louisville 1970-1972; Degree of Bachelor of Science in Commerce, Honors in Management; Commissioner Historic Preservation Commission, Middletown, KY; Middletown Volunteer Fire Department
2. Why are you running for office? What do you hope to accomplish if elected? I will use my 40 years of experience to bring the entire community together; see the government operates efficiently and effectively within its budget without tax increases; dispense services proportionately; disburse expenditures through the appropriations process and not through slush funds; protects volunteer fire departments; prevents or restricts the commercialization of our residential neighborhoods.
3. What do you think is the proper and/or legitimate role of government in a ‘free’ society? I believe that the sole purpose and function of government should be to provide, collectively, only those services to the public which the public cannot provide individually for itself, i.e. highways, fire and police protections, etc.
4. Do you think our tax rates are about right, too high, or too low, and do you propose to keep them at the same level or to raise or lower them if you are elected? Our tax rates are too high! I pledge to never note for any tax increase. If I can find ways to cut waste and reduce expenditures, I will attempt to reduce taxes.
5. Can you name any current tax that you would repeal? Any fee? Specific ones of which I am now aware are: non-commercial, personal vehicle taxes; VET taxes; personal property taxes and real estate property taxes on bona-fide residential properties.
6. Do you think the taxpayers should fund or be responsible for the debt on a new sports arena? NO!!!!!!!
7. Do you think the taxpayers should fund or be responsible for the debt on other privately-owned projects, such as hotels and restaurants? NO!!!!!!!
8. What do you think the government should do to help attract businesses to the area or to improve the local economy? Create a business friendly atmosphere, i.e. by repealing laws like the “fairness ordinance” and by refusing to enact such ordinances as the so-called “living wage”.
9. Do you think that operating any local business for profit is a privilege, for which a citizen should apply for a permit, paying a fee or tax? If so, which businesses should be required to obtain permits and pay fees, and why? Some business must be regulated to protect the public from unscrupulous, fly-by-night operators. Others must be regulated to protect the health of their customers. But, any and all license fees should be based on a fee that pays solely for the regulatory process. Those businesses that are not required to be regulated for public protection purposes should not be required to buy a license fee to operate.
10. Do you support the proposed light rail plan for Louisville? Have you compared the costs of light rail to other options, such as construction of additional highways, in terms of cost per passenger mile traveled? If so, how does light rail compare? NO!!!!!!! No. We cannot permit government to force citizens out of their private vehicles and onto mass transit (or bicycles). This is still a free country!
11. Do you think we should continue vehicle emissions testing (VET) in Louisville? NO!!!!!!!
12. Do you support continued taxation to subsidize TARC? NO!!!!!!!
13. Do you support deregulation of the taxicab industry to permit anyone who meets safety standards to compete in providing transportation services such as cabs and shuttle vans? YES!!!!!!!
14. Are there any services currently provided by the city or county that you would eliminate? If so, what are they? I would mandate that ALL agencies of the new government begin with a ZERO-BASE-LINE, and require that every department and agency prove the absolute need for each and every dollar in their budget request.
15. Are there any services not currently provided by the city or county that you would add? If so, what are they and how would you pay for them? I cannot think of any service that should be added currently.
16. Are there any laws currently on the books that you would allow to sunset? If so, what are they? Yes. The “fairness” ordinance; there are probably other ordinances which I am unaware, but I will scour the ordinances for antiquated laws and attempt to repeal them.
17. Do you think there should be any laws restricting our ability to own guns for self-defense? If so, what restrictions do you support? I am a strong believer in the Second Amendment and I have a concealed carry permit.
18. We continue to have killings and violence in our community relating to the war on drugs. What would you do to improve this situation? Communities must recognize and admit that they have a drug problem. Then the citizens must cooperate with authorities to help eradicate drugs from their community. Everyone must do their part to fight the drug culture.
19. Do you believe that police training should include recognition of a disturbed mentally ill person and the technique for non-harmful handling of a mentally ill person? Police ARE trained to handle the mentally ill. The problem is that too many people do not realize that a mentally ill person can kill a police officer just as dead as a sane citizen, but the police officer has only a split second to determine if he will die.
20. What, if any, restrictions do you think local government should place on a property owner’s right to use his own property? If you think there should be restrictions, do you think the local government should compensate the property owner for any loss in property value caused by these restrictions? If the regulation reduces the property value – then the owner should be compensated. If, however, the regulation enhances the person’s property, then there is no “taking” and the so-called aggrieved property owner should not be compensated. |
