METRO LOUISVILLE CANDIDATES

 

Candidate’s Name:  Carolyn W. Hayes

 

Running for:    District 10

 

 

1.         What would you like voters to know about your background?

            I am an educator with 31 years of service with Jefferson County Public Schools. I deal with a multitude of diverse issues and people everyday, often bringing closure in a positive manner.  I would bring consensus to the Metro Council table.

 

2.         Why are you running for office?  What do you hope to accomplish if elected?

            I bring positive change, knowledge, consensus, and tenacity to the Metro Council.  My emphasis will be local economy, education, neighborhoods and small cities which will improve quality of life.

 

3.         What do you think is the proper and/or legitimate role of government in a ‘free’ society?

            To serve protect and foster public goodwill with a vision which continually moves toward obtaining and sustaining welfare of all its constituents.

 

4.         Do you think our tax rates are about right, too high, or too low, and do you propose to keep them at the same level or to raise or lower them if you are elected?

            At this particular time the tax rates seem about right, however, once in office the total tax picture will be considered.  I am not in favor of raising taxes.

 

5.         Can you name any current tax that you would repeal?  Any fee?

            At the moments I cannot think of any tax or fee which I would repeal without investigation.

 

6.         Do you think the taxpayers should fund or be responsible for the debt on a new sports arena?

            No

 

7.         Do you think the taxpayers should fund or be responsible for the debt on other privately-owned projects, such as hotels and restaurants?  

            No, not the ones you mention; however, something like the proposal Hyundai Plant, I would support.

 

8.         What do you think the government should do to help attract businesses to the area or to improve the local economy?

            Create a pro business climate and a pro labor climate which would lead to a win/win for the Louisville, Jefferson County Metro Area.

 

9.         Do you think that operating any local business for profit is a privilege, for which a citizen should apply for a permit, paying a fee or tax?  If so, which businesses should be required to obtain permits and pay fees, and why?

            I think our present laws and procedures are adequate.

 

10.       Do you support the proposed light rail plan for Louisville?  Have you compared the costs of light rail to other options, such as construction of additional highways, in terms of cost per passenger mile traveled?  If so, how does light rail compare?

            Currently, I don't have enough information through my research to draw a proper opinion.

 

11.       Do you think we should continue vehicle emissions testing (VET) in Louisville?

            Not as long as the air meets federal standards.

           

12.       Do you support continued taxation to subsidize TARC?

            I consider this a partner to question #10.  I'm still researching this issue.

 

13.       Do you support deregulation of the taxicab industry to permit anyone who meets safety standards to compete in providing transportation services such as cabs and shuttle vans?

            No, I support our present system of obtaining taxi cab licensing and status.

 

14.       Are there any services currently provided by the city or county that you would eliminate?  If so, what are they?

            Any duplicators of service that are being supplied by both Louisville and  Jefferson County should be eliminated.



15.       Are there any services not currently provided by the city or county that you would add?  If so, what are they and how would you pay for them?

            The issue of garbage collection in the county.  Review current revenues, expenditures.  Where there's waste this could be possible solution.

 

 

16.       Are there any laws currently on the books that you would allow to sunset?  If so, what are they?

            Nothing comes to mind at this time.

 

17.       Do you think there should be any laws restricting our ability to own guns for self-defense?  If so, what restrictions do you support?

            I support our current laws on owning fire arms.

 

18.       We continue to have killings and violence in our community relating to the war on drugs.  What would you do to improve this situation?

            Education, Education, Education!  Jobs! No drugs.

 

 

19.       Do you believe that police training should include recognition of a disturbed mentally ill person and the technique for non-harmful handling of a mentally ill person?

            I think better recruitment practices is what is needed.  In other words better people up front is where we should concentrate.

 

20.       What, if any, restrictions do you think local government should place on a property owner’s right to use his own property?  If you think there should be restrictions, do you think the local government should compensate the property owner for any loss in property value caused by these restrictions?

            Our local government set up the master plan for land use.  The zoning board   administers that plan for the public good.  Sometimes what is good for the public in general may cause the individual some grief in the short term.
