(Editor's note:
We have seen the huge bureaucratic mess that has been created by
EPA pollution credits in the United States, in which we are required to
VET test our cars even though everyone knows it does not clean up the air.
Imagine what would happen if there were an international version of
the EPA and we were trading pollution credits on a global scale!)
