My question still remains:  Who paid these hookers, lobbyists or legislators, and did they claim the payments on their expense accounts?  This is a pretty good summary I think, but the statute is very clear on the issue of whether records can be restricted simply because they cause embarrassment or inconvenience to public officials or others.  (See KRS 61.871)
