George Baumler's article about selling the emission
credits from your VET is all the more ironic when you consider that a
vehicle which passes without being repaired, actually has cleaned the air
not at all. Only vehicles which are legitimately and successfully repaired
AS A RESULT OF THE PROGRAM should generate any credits. It is also worth
pointing out that VET credits are generated from an EPA computer model and
measurements of on-road emissions which attempt to verify these credit
models usually fall short.
