Army Corps seeks to relax wetlands rules

In a rare move to ease the erosion of property rights, the
Army Corps of Engineers is trying to relax a series of year-old
rules that restrict the use of property crossed by streams or otherwise
deemed to be "wetland" by government standards. (06/04/01)
