GUEST SPEAKER:  Mr. Sam Staley, one of the founders of the Buckeye Institute, Columbus, Ohio and one of the nation's foremost authorities on government urban policy and transportation issues.  Mr. Staley will update us on the latest research on light rail - mass transit and how it is counterproductive and unsustainable.  As with almost every government program, the history of light rail is "high on promises, very little that is delivered."
