SENATE ENDORSES PRESIDENT BUSH'S TAX CUT PACKAGE
(Frankfort)-The Kentucky state Senate overwhelmingly endorsed President
George W. Bush's tax cut proposal on a 33-4 vote. Senate Resolution 71, introduced
by Senate President David L. Williams, encouraged the state congressional
delegation to support and work to pass the tax relief plan introduced by
President Bush.
"With a federal surplus projected to be in the trillions, it's
important that the federal government return those tax overpayments to the
American people," Williams said. "The President's tax plan cuts
taxes on the middle class, something that is long overdue. Members of the
state Senate support the President's plan and urge our congressional
delegation to support it as well."
According to figures released by the White House, the President's tax plan
will reduce taxes by $1.6 trillion over 10 years. President Bush's tax
plan, as presented to Congress, includes the following items:
- Replaces the current tax rates of 15, 28, 31, 36, and 39.6 percent with
a simplified rate structure of 10, 15, 25, and 33 percent;
- Doubles the child tax credit to $1,000 per child and applying the credit
to the Alternative Minimum Tax (AMT);
- Reduces the marriage penalty by reinstating the 10 percent deduction for
two-earner couples;
- Eliminates the death tax;
-
Expands the charitable deduction to non-itemizers.

The events in Florida underlined the importance of having a national
organization of Republican lawyers. While we may never see another recount
in a presidential election, recounts and election contests are not all
that uncommon and our loyal opposition is quite anxious to win back the
House and gain control of the Senate in 2002.
The
Republican National Lawyers Association (RNLA) is a group of the
Republican National Committee. It was founded in 1985 to provide pro bono
legal services to the party and to assist Republican office holders and
candidates at all levels of government. Our members are available to
assist the state party in election related matters and in performing a
variety of other functions such as: engaging in general party building
activities, working with state and local legislators on drafting or
commenting on proposed legislation, in preparing for hearings and by
providing expert witnesses, and getting the Republican message out through
surrogate speakers, letters to the editor, newspaper and magazine
articles.
Unlike the American Bar Association, the RNLA does not take policy
positions, we wait for the party to do so. We also work closely in what we
do with the Chief Counsel's Office of the RNC.

As this session of the General Assembly moves forward, you will no doubt
continue to hear about political partisanship and how it shapes debate in
the Senate. But this week, a couple of issues reminded me that not every
thing we do in life should be subject to politics. There are some things
that are far above politics, and one of them is life.
The Kentucky Right to Life Association held a rally in the Capitol rotunda
and it gave those of us who are pro-life a chance to talk about
legislation that we will pass this year in the state Senate. It is vitally
important that we continue to protect the sanctity of life in our great
Commonwealth, and I believe a few pieces of legislation will help us do
that.
Two of the anti-abortion measures I support you may remember from last
session-pharmacists' conscience and fetal homicide. The pharmacists'
conscience bill preserves the right of a pharmacist to refuse to
participate in dispensing abortion pills or devices. It states that a
pharmacist may refuse to dispense drugs or devices that may end a
pregnancy on "moral, religious, or professional grounds." It
also prohibits discrimination against pharmacists who utilize their right
of refusal.
The other idea that will pass out of the Senate deals with fetal homicide.
This legislation will allow prosecutors to charge a person with murder if
they are responsible for the death of an unborn child. I believe that it
is imperative that we protect the life of an unborn child whose mother has
made the choice to carry the baby to term. Under this legislation, if a
person causes the death of an expectant mother's unborn child, he or she
would be charged with criminal homicide.
One other pro-life measure that we will pass in the Senate would define
the drug RU-486, also known as the "morning-after pill," as an
abortion measure. As of right now, Kentucky law does not recognize this
horrific drug as such, and we aim to correct that and expose it for what
it is during this session.
The reason you may remember these pieces of legislation is because they
were passed in the Senate but killed in the House of Representatives last
session. The last thing we should be doing is playing political games with
our unborn children. I call on the Democratic leadership in the House to
join with the Senate and my House Republican colleagues in recognizing
that protecting the lives of unborn children is something that we should
all agree is above partisan wrangling.
Another issue that should be above partisan fights is the right of the
public to be informed and engaged in their government. For far too long
we've been subject to government by edict. It is fundamentally unfair for
the public to be left out of a discussion that impacts them. SB 73, which
passed the Senate, is aimed at increasing public input into the
implementation of administrative regulations. It is not intended to hamper
the process or infringe upon the power of the executive; rather, it is
simply designed to give the public more input and to make government more
efficient and more responsive. SB 73 also ensures that the legislature
lives up to its responsibility to be part of the system of checks and
balances, which is the foundation of our form of government.
