COMMITTEE PASSES GOOD GOVERNMENT BILLS
Legislation Focuses on More Accountability in State Government
Frankfort-The Senate State and Local Government passed Senate
bills 1 and 60 today, legislation designed to bring more
accountability to the legislative process. Both pieces of legislation
were introduced by Senate President David L. Williams.
"The citizens of our Commonwealth deserve to have a strong
system of checks and balances, which brings accountability to our
legislative process," Williams said. "Today's committee vote is
an
encouraging first step in achieving that goal. I'm confident this bill
will receive bipartisan support when it is voted on by the full
Senate."
Highlights of both bills are included below.
SB 1:
* Prohibits anyone who has made contributions to a gubernatorial
candidate or slate, or a party, from receiving a state contract for 18
months from the date of the contribution;
* Requires the business entity to disclose any contributions made
to statewide candidates, slates of candidates, or county or state
political parties within 2 years of entering into a contract;
* Requires lobbyists to file monthly expense reports while General
Assembly is in session;
* Moves the candidate filing deadline to the first Tuesday in April;
* Moves the primary election date to the first Tuesday after the first
Monday in June;
SB 60:
* Requires Executive Orders to be filed with Secretary of State and
the Secretary of State to deliver a copy of the order to the LRC;
* Establishes a categorization and numbering system for Executive
Orders;
* Delays effective date of appointments and reorganization orders for
35 days to give the General Assembly an opportunity to review the
Executive Orders;
* Solicits public comment on how each regulation will affect the
cost of doing business, the cost of living, and will ask for
information on special problems faced by individuals and small
businesses in dealing with the regulation;
* States clearly that no emergency regulation may impose, create
or increase any fee, fine, levy, tax or other charge. Any regulation to
collect funds should go through legislative review and public
comment;
* Creates an even number of members from both House and
Senate on statutory committees, with rotating co-chairs that are
elected by members from respective chamber;
* Creates new statutory committee, the Transportation Oversight
Committee, which will review the Transportation Cabinet's
compliance with six year road plan, expenditures on highway
construction (including contingency account), and bid contracts for
engineering and construction services.

II. McConnell Files Bill for National Election Reform
McConnell's new bill promises to update aging ballot systems
The goal: no more chad, senator says

WASHINGTON Surrounded by state-of-the-art computerized
voting machines yesterday, U.S. Sen. Mitch McConnell said it is
"inexcusable'' that much of the nation relies on 1940s technology
to count ballots. Flanked by a bipartisan group of lawmakers, he
vowed to spend hundreds of millions of dollars to fix the system.
``The Election Reform Act will ensure that our nation's electoral
process is brought up to 21st century standards,'' McConnell told
about 200 people.
``The goal of our legislation is rather simple: to ensure that no
American is ever again forced to hear the phrases `dimpled chad,'
`hanging chad,' or `pregnant chad,' '' the Louisville Republican
added.
McConnell and U.S. Sen. Robert Torricelli, who led their
respective parties' Senate campaign committees in 2000,
introduced similar legislation in December, too late in the year for
it to pass. That bill called for $100 million per year in matching
grants for state and local governments to use on better vote-
counting technology.
The new legislation would earmark $500 million for modernizing
voting systems in its first year and $100 million each year
thereafter. Poor communities would get most of the money and
wouldn't have to match the grants. The legislation would also
create a national commission to recommend changes in the way
elections are held.
After the Florida vote, lawmakers say they're eager to avoid
another post-election debacle. U.S. Rep. Alcee L. Hastings, a
Florida Democrat who represents part of Dade, Broward and Palm
Beach Counties, said the bill will ``ensure that the will of the
people is never again ignored.''
Doug Lewis, executive director of the Election Center, a non- profit
group that monitors election procedures, said his group doesn't
endorse legislation. But he added, ``There's a lot to like in this
bill.''
