Letter from Cindy Rich, Property Value Administrator in Boone County KY, to Rand Paul

Dr. Paul,

It was a pleasure meeting and speaking with you last night.  I know that everyone in Boone County appreciates what you are doing.  As my father said, “everytime he hears you speak, he likes you even more.”

I know this is not an issue that directly pertains to your race, however, it does concern you, as a taxpayer and citizen of Warren County.  In addition, your involvement with KY Taxpayers United proves you are looking out for the best of your KY Residents.

As you can see from the attached presentation and request for AG opinion, what is happening is in direct violation of legislative intent and is intentionally misleading the public.

For example, Warren County’s true compensating rate this year was 13.7 and their calculated “compensating” (or substitution rate) was 14.3.  This means that Warren County could pawn off the 14.3 as a compensating rate and tout that there was no tax increase at all!  They could pass the 14.3 rate without even a public hearing.  Worse, they could have taken their 4% and raised it to 14.8!  A rate increase from 13.7 to 14.8!  Surely, anyone can realize that is more than 4%, but they could have called it 4% and went on misleading taxpayers.

Just because taxing districts can do it, doesn’t mean they are.  In fact, I’m sure you’re aware that Warren County only raised their rate to 13.8, which is higher than the compensating rate and a tax increase, but I’m sure you were informed it was not.  Boone County frequently refers to their “substitution” rate as their compensating rate, informing us they are not increasing taxes, when indeed they are.

I think it is absolutely ridiculous that taxing districts can tell people they are doing one thing, when in fact they are doing something completely different!! And this has been going on since the early 1980s and no one has caught on to them yet?!!!

Any help or advice would be appreciated.
