Hal Heiner Releases 10 Point Plan for an Open, Accountable and Transparent Louisville Metro Government


Building upon his well-established commitment to transparency in government, Hal Heiner released a ten-point plan for an open, accountable and transparent metro government.

“Open government is honest government. Honest government is responsive government,” stated Mr. Heiner. “Under a Heiner administration, open, honest and responsive government will be effective government.”

Of all the candidates in the mayoral race, only Hal Heiner has an actual record of leadership in providing transparency in government. Along with Metro Council colleague Ken Fleming, Councilman Heiner led the charge to post Louisville’s Checkbook online. The online database is a resource where Louisville’s taxpayers can track how government is spending taxpayer money.

“There is much more to be accomplished,” stated Heiner, “but it’s a start.”

Heiner’s 10 Point Plan includes the following:
1.    Comprehensive Audit of All Metro Departments
2.    Metro Council Oversight on Expenditures
3.    Posting Louisville’s “Legal Books” Online
4.    Performance Metrics and Measurements in Government
5.    Post a Debt Calendar and Schedule Online
6.    Compile List of Non-essential Properties – Then Sell Them
7.    Issue RFPs for Development Deals
8.    When’s My Street Getting Paved?
9.    Who’s Driving that Metro Vehicle?
10.  Publish Financial Data for Quasi-Governmental Agencies

“For Louisville to move forward, we’ll need the robust support and participation of our citizens,” Hal Heiner said.  “In order to gain their trust, we must conduct the city’s business in a new way – a way that empowers the public through transparency, disclosure and accountability.”
